Brief Introduction

  • The Digital Human Resource Development Institute for Global South (d-HRD Institute for GS) is a pioneering organization established on 1 April 2025. We are dedicated to fostering digital transformation and human capacity building across the Global South through collaborative partnerships between universities, research institutions, government agencies, and private sector entities. Our network focuses on developing digital skills, promoting innovation, and creating sustainable solutions that address local challenges while contributing to global development goals.

Vision:

  • Creating a global network of academic and research institutions to drive digital transformation and innovation that enables inclusive growth across the Global South.

Missions:

  1. Digital Inclusion: We bridge the digital divide in Global South regional cities, focusing on empowering women, youth, and underserved communities.
  2. Digital Human Resource Development (d-HRD): We establish centers of digital excellence through industry-academia-government collaboration while respecting local context.
  3. Research & Innovation: We promote digital transformation by showcasing local success stories and supporting innovative solutions that contribute to SDGs.
  4. Network Building: We connect regional cities through South-South Cooperation (SSC) to foster partnerships between local and international stakeholders.
  5. Social Impact: We develop next-generation leaders who combine global tech knowledge with regional wisdom to unlock local potential in the digital age.

Constitution

Section I: Name and Purpose

Article 1. (Name) The name of this organization is The Digital Human Resource Development Institute for Global South, hereinafter referred to as d-HRD Institute for GS.

Article 2. (Purpose) The purposes of d-HRD Institute for GS are to enhance digital transformation and human capacity building across the Global South through collaborative partnerships between universities, research institutions, government agencies, and private sector entities.

Section II: The Board of Directors

Article 3. (Directors) Directors shall belong to member institutions. The Board shall consist of: (a) Chairperson (b) President (c) Executive Director (d) One nominated representative from each Regional Chapter

Article 4. (Board) The Board of Directors shall be the supreme decision-making body of d-HRD Institute for GS. It shall be responsible for strategic direction, policy making, and approval of new members and initiatives. Decisions shall be made by majority vote.

Article 5. (Term of Directors) The term of directors shall be four years, with the possibility of re-election for successive terms.

Article 6. (Leadership Positions) The Board shall elect the Chairperson and President. The Executive Director shall be appointed by joint decision of the Chairperson and President.

Section III: Regional Chapters

Article 7. (Establishment) Regional Chapters may be established to facilitate activities in specific geographical regions of the Global South. Each Chapter shall have its own steering committee and operational guidelines aligned with the Institute’s vision and missions.

Article 8. (Membership) Membership shall be open to:

  • Universities and research institutions
  • Government agencies
  • Private sector organizations
  • Civil society organizations that support the Institute’s objectives and digital transformation initiatives.

Section IV: Committees

Article 9. (Standing Committees) The following standing committees shall be established:

  • Digital Innovation Committee
  • Academic Affairs Committee
  • Research and Development Committee
  • International Cooperation Committee

Section V: Secretariat

Article 10. (Secretariat Functions) The Secretariat shall be responsible for:

  • Administrative support
  • Communication coordination
  • Program implementation
  • Financial management The Association for Cultural Diversity (Japan) shall serve as the permanent Secretariat.

Section VI: Amendments

Article 11. (Constitutional Amendments) Amendments to this Constitution may be proposed by any Board member and must be approved by a two-thirds majority of the Board of Directors.

Article 12. (Effective Date) This Constitution shall come into effect on 1 April 2025.
